Purpose

Does it respond to a compelling need for change and define clear outcomes?

Is there a clear and compelling need for change?

Is it clearly driven, e.g. by a specific event, or by one or more key individuals in the organisation?

Is it widely recognised through the organisation?

Is it clear what outcomes the change needs to produce - i.e. ‘what success looks like’?

Are these driving the change activities?

Has the overall strategy been updated to reflect the current economic environment?

Has it been written down?

Has it been communicated, effectively, to all the affected groups?

Does it spell out the priorities sufficiently well to enable choices between alternative courses of action?

Does it clearly reflect reality in a way which will command respect in the organisation?

Has the overall strategy been translated into a vision that helps people understand the organisation’s goals?

Has it been communicated, effectively, to all the affected groups?

Do people understand the strategy and vision?

Do they believe them - are leaders “walking the talk”?

Do they accept them as a clear statement of where the organisation is going?
